Behaviors such as eliminating next to the box, not covering waste, perching on the edge of the box, scratching the side of the box and flat-out refusal to use the box all are indications that your cat is not happy with its current litterbox condition.
"When they don't use the litterbox, they're telling you this other place wins," Hart points out. "So you've got to make the place you want them to use the winning place."
