A bill introduced to Rhode Island’s Senate would require all cats to be spayed or neutered before they are offered for sale or adoption. As an alternative, the seller or adoption group also could provide a prepaid spay or neuter certificate.
The bill was introduced Jan. 15. It was referred to the Senate Committee on Constitutional and Regulatory Issues the same day.
In addition, the bill requires cat sellers to provide information on local animal licensing and permit requirements, as well as some pet care and animal control literature.
The bill is sponsored by senators John Tassoni, Frank Ciccone, Paul Jabour and Christopher Maselli.
