Cats rule in Tampa Bay, Fla., Phoenix, San Francisco and seven other city centers. In these metropolises, feline-friendly communities celebrate cats' health and wellness - and their compassion has started an ongoing conversation about these furry pets' value as family members. "The numbers of cats in shelters that come in versus the number that find a permanent home [is] really quite daunting," says Baltimore-based Jane Brunt, DVM, executive director of the CATalyst Council, the organization that chose the top 10. '"Part of the problem is that people are not aware that they're such great animals and also that they have certain health care needs. This celebration of the cities is as much, if not more, a celebration of cats in general," Brunt says. "It really highlights some of the great things that cats do for people, as well as recognize cats as having value."

Three years after their nominations, these cities still celebrate cats - cats that are feral as well as those that live inside with human caretakers. To learn how the lives of cats, particularly homeless cats, have changed and improved since 2009, CAT FANCY tracked down and spoke with rescue organizations in each of the top 10 cities. Here's what they had to say.
