Only in Salina, Kansas can a person steal a disabled person's SERVICE ANIMAL and be told by the Salina, Kansas Police Department and the Deputy Editor of The Salina Journal it is NOT a crime. If You are a pet parent...avoid Salina, Kansas. Better yet, BOYCOTT SALINA, KANSAS until this SERVICE ANIMAL(a cat) is returned to it's disabled owner(a vietnam vet with STSD). BOYCOTT SALINA, KANSAS!
