Why did they deem the leash law unfeasible? What if someone applies it? They get charged anyways because their cat is outside? I don't think it's fair just to discard the idea. I have two kitties that are leash-trained. Only my oldest one is not. My boyfriend said, when she 'goes', all our cats will be leash-trained (I assume he means the new cat I could get then would be leash-trained like the other two...)

I see no problem with having an indoor kitty only policy. I have four and they are all indoor only and very happy kitties.

What an awful thing for this construction company to shut down and not finish it's work! I hope they can get their shelter finished.
